So that discourse schema in informal-register English that describes something in an interrogative noun phrase then assigns a property to it in an agentless verb phrase with the noun phrase as the implied subject? Is totally topic-comment order or I don't know what that is.

honestly I mostly use it for, this noun phrase has got away from me, I need a punctuation cue that all that is one unit and that unit is the subject of the immediately following, like obviously it's two sentences now but it's one sentence in my heart

*nod* I have too little experience (as in, none) with how that pattern is used to say. It just occurred to me that it used T-C syntax. (I deliberately didn't call the whole or either part a sentence, but you have a point that the pair may be a single sentence in pragmatics.)
